The Screen reads the public filing record and places each issuer on a designation ladder. A designation is a predicate over what the issuer filed, not a cut point on a score. Most of the market has not yet cleared the floor, and that is the finding.
Issuers are placed on the ladder from their public filings. No participation, no fee, and no invitation required. The Screen reads the record; it does not ask the issuer.
The Methodology is public and the sources are primary, so anyone can apply the same rule to the same filings and reach the same designation.

18,804 issuers were scored. The index page renders the top 600 by composite. Every scored issuer, all 18,804, is in the distribution above and in the full download (screen-full.csv), which is a public file carrying each issuer's designation and, for a Rostered issuer, the reason it is not yet evaluated. A screen that only shows what it likes is not a screen.
Champion is unheld. No issuer has reached Seasoned in version 0.2, so the apex is unheld. The Seasoned predicate rests on unbroken commit-and-prove cycle detection this version does not yet implement, so it resolves down. The summit is earnable and contested rather than withheld: the two longest reporting streaks in the corpus are tied at eleven periods, so even under the full predicate sole possession would not be settled without a strictly longer streak, and there is no composite tiebreak.
Composite score distribution
The composite is a separate reading of reporting quality. It orders the ladder within a state, but it does not assign the state. Most of the market sits well down the distribution. That is the finding, not a defect in the Screen.
Issuers past the mandatory floor with a commitment on record
Committed and above: current on required disclosure, with a forward commitment verified from the filed record. Proven adds a checkable commit-and-prove cycle, and Seasoned adds three or more consecutive reporting periods. Where a higher rung cannot be checked from filings, the issuer resolves down and holds the rung its record supports.

Rostered issuers have not cleared the mandatory floor. Each carries a visible reason. An issuer that never owed the SEC financial statements is outside our evidence base, which is not a shortfall; an issuer whose owed disclosure is not current is a shortfall. Keeping them published is what lets a reader see the Screen produce an adverse outcome. The site asserts the publisher position only: this is methodology transparency, and advisers make their own use of public data under their own obligations.
1,583 issuers carry a mission signal read off their filings, the count behind the community-or-impact column above. Of those, 2 clear the higher scoring floor and actually earn community-and-impact points. A mission signal is not the same as scored community-and-impact credit, and most of the gap is the distance between the two thresholds.
Measurement basis: both figures rest only on the filed fields we currently parse. Form C's business-description narrative is not parsed, and rega_filing.industry_group is unused, so both the 1,583 and the 2 are provisional and will move once those fields are read. Impact stays a zero-weight tag in this version, not a ranking the ladder is built on.
